Airbus and DLR were 'working very intensively' to try and develop such a system, spokesman David Voskuhl said. But he refused to confirm or deny a report in the Thursday edition of the Financial Times Deutschland which said the first tests would be carried out on September 3. It was introduced in the UK by the former telecommunications regulatory authority, the Office of Telecommunications (Oftel), between 1996 and 2000. Oftel introduced number portability because many consumers, especially businesses, were reluctant to change their communications provider if this meant having to suffer the inconvenience and costs of a new telephone number. There is some spectrum in the 2 GHz range down under, but because it had initially been set aside for mobile communications usage, there could be a bidding war this year or next involving established celcos that are feeling the congestion pinch and the newer WISPs. If that happens, says research group IDC Australia, there are two scenarios: the WISPs will be priced out entirely or the celcos and the WISPs both will end up with spectrum but at extremely high prices. If the latter happens, costs undoubtedly will be passed on to subscribers, and WISPs very well may have spend everything on spectrum, leaving nothing with which to build and offer new services.&lt;br
